Now themes have to be provided as WebExtensions packages and AFAIK at least for now they lacks of necessary features. Mozilla has changed theme handling completely. Inspired by: Outlook 2003 BlueTB - = THUNDERBIRD v68 NOTES = Unfortunately it will not be easy if possible at all to adjust so called 'Full themes' to Thunderbird 68 :(.
